How to see if an email has been caught in quarantine and release it:

Sign in with your Microsoft 365 login.

Click on "Log Search".

Under "Status:" click on the drop down box and select "Any". Then choose the desired Date/Time and enter the "From" address for the sender . You can leave the "To" address blank. You can also enter a "Subject" or leave it blank.
If you leave the "From" field blank it will search for emails from all senders during the selected time range.

Check the "Status" of the desired email. If the status is "Delivered" then it has already been sent to Outlook. If it is "Quarantined" you can release it by clicking the check box and then click on the "Actions" drop down menu.
Note the "Classification" of the email in this example is "Filtered: Block". This means the sender address is on a block list. If the classification is "Spam" then it has been quarantined by ProofPoint's own analysis and may be a false positive.
If the classification is "Fraud" then do not release the email without consulting IT first!

Select either "Release from quarantine" (one-time release) or "Release and approve" (will release the email and add it to the Safe Sender list). Then click "Apply".
Note that while "Release and approve" will add the sender to the Safe Sender list, if the sender is on a block list then messages will continue to be blocked.

The "Status" of the email will briefly change to "Queued" and then "Delivered". It will show up in Outlook shortly after.
